The Uttar Pradesh Pharmaceutical & Medical Device Policy, 2023 covers bulk drugs/APIs, formulations, biologics, nutraceuticals, and medical device manufacturing, plus dedicated Pharma Parks and Medical Device Parks. It is administered by the Infrastructure & Industrial Development Department, with Invest UP as the facilitating agency.

UP has two dedicated parks at different stages: a Medical Device Park at Yamuna Expressway (YEIDA) in Gautam Buddh Nagar, supported under the Central Medical Device Parks scheme, and a Pharma Park at Lalitpur (Bundelkhand), under development. The policy also converges with Central PLI schemes for bulk drugs and medical devices.
