UP Private Business Park Development Scheme 2025 — Incentive Assistance
DBFOT-model Grade-A office parks for GCC, IT, and BPO tenants on government land — we help tenants secure space and developers navigate the RFP and concession process.
Unveiled on 24 March 2026 alongside Nivesh Mitra 3.0 and the Plug & Play Industrial Shed Policy, the UP Private Business Park Development Scheme brings a DBFOT (Design-Build-Finance-Operate-Transfer) model to Grade-A office space — not factories or warehousing.
Who it's for
- Tenants: technology companies, Global Capability Centres (GCCs), business process outsourcing units, research facilities, and other knowledge-intensive service businesses
- Developers: private industrial and commercial park developers, REITs, infrastructure funds, and long-term institutional investors
How it works
The selected developer builds and operates the park on government-owned land under a shared-risk revenue model — there's no conventional capital subsidy or guaranteed government payment; the developer's revenue is tied to occupancy, which keeps their incentives aligned with actually filling the park. Tenants get a ready plug-and-play office ecosystem with digital connectivity, utilities, and common services, and remain separately eligible for incentives under other UP sectoral policies (GCC, IT & ITeS, electronics).
The process
Land selection by government → feasibility study → Request for Proposal (RFP) → technical and financial bid → developer selection → concession agreement → construction → leasing. Rentals aren't fixed in the policy — they're set by the concerned authority in the RFP and concession agreement.
How we help
- For tenants: identifying available Grade-A space, understanding lease terms, and confirming which sectoral incentives (GCC, IT/ITeS, electronics) still apply to you
- For developers: navigating the RFP process, structuring your bid, and understanding the concession agreement terms
